Lib Dem Paul Follows, Deputy Leader of Waverley Borough Council, said:
"Waverley Borough Council submitted a very detailed argument to the government arguing exactly this position and so I am extremely pleased to see that reflected in the announcement today.
"Thanks to the vigilance of Waverley residents, and the care taken by our local businesses to protect us, we are grateful to remain in Tier 2. But if we don't continue to follow the rules this could easily change.
"We must not become complacent. Cases in Waverley are still on the rise so it is more important than ever to keep to the public health guidance."
Some of the main Tier 2 (high alert) rules include:
- Work from home if you can
- Maintain a 2 metre social distance from those outside your household
- Do not mix households indoors
- Stick to the rule of six outdoors
- Avoid unnecessary travel
- Wear a face covering when necessary

A move to Tier 3 (very high alert), as is the case with the rest of Surrey, would have seen tighter restrictions imposed, including the closure of hospitality venues such as pubs, cafes and restaurants.
